Weird military bike contraption

We’re not sure we understand exactly what kind of contraption this is, but it’s a very American thing to have seen in the middle of the European summer. It might be adorned with European flags, and even that of the EU, but we’re still unconvinced. What’s with the strange scooter-come-trailer thing…? Taking a closer look leaves us even more perplexed.
